Virginia's four rates end at 5.75 percent above just $17,000 of taxable income, a threshold untouched since 1990. Every full time salary in the state therefore sits at the top rate.

The lower bands, 2 percent to $3,000 and 3 percent to $5,000, are historical rather than practical. Virginia allows a standard deduction that was raised substantially in recent years and is not subtracted in the table above. Virginia cities and counties do not tax income, though several charge local levies on meals and lodging that show up when you spend rather than when you earn.

Because a full time salary always meets 5.75 percent, the movement in the table comes from the federal side, where wages less $16,100 for a single filer run through the 10, 12, 22 and 24 percent bands. A pretax retirement contribution lowers the Virginia figure and the federal figure together, and lowers neither payroll tax.
