Income tax in Pennsylvania

Pennsylvania charges a flat 3.07 percent across eight named classes of income, with no standard deduction and no personal exemption, so the tax applies from the very first dollar of wages.

Almost every Pennsylvania municipality and school district levies an earned income tax on top, usually 1 percent split between the two, while Philadelphia charges close to 3.75 percent on residents. Those local taxes are withheld by the employer and are not counted in the table. Pennsylvania does not tax retirement income at all, a break considerably larger than the modest flat rate suggests.

With no state deduction to model, the gap between the two income tax lines here is entirely federal in origin. A single Pennsylvania filer subtracts $16,100 from wages before the federal ladder starts, then pays 10 percent to $12,400, 12 percent to $50,400 and 22 percent to $105,700 of taxable income. The 3.07 percent runs from the first dollar with none of that. Pay frequency divides the completed year and alters no total.
