The state pairs its single rate with a fairly generous standard deduction, which this page does not subtract, so a real return will produce a smaller state figure than the one in the table. North Carolina counties tax property and sales but never wages. With one rate throughout, the marginal and average state rates on this page are always identical.

Since the state rate never changes, the shape of your total deduction comes from the federal side and from payroll tax. Social Security is 6.2 percent of wages to $184,500, Medicare is 1.45 percent with no ceiling, and the federal ladder is applied after a $16,100 standard deduction for a single filer. The pretax 401(k) box lowers the state and federal income tax lines together and leaves both payroll taxes alone.
