Territorial rates sit below provincial ones across the board, which follows from a small tax base and a budget largely funded by federal transfers.

A basic personal amount of $18,198 is credited at 5.9 percent. Residents also qualify for the northern residents deduction, worth a set amount for each day lived in the territory, and that is claimed on the annual return rather than through payroll, so nothing in the table reflects it. The cost of living up here is not part of any tax formula, though it is a large part of why the rates were set this low.

The federal side allows its own basic personal amount of $16,452, which is smaller than the territorial one, and each is credited at the lowest rate of the schedule it belongs to: 14 percent federally and 5.9 percent here.
