Assumptions

  • Both rates are applied to the price before tax. Quebec charges QST on the pre GST price, so a single base is correct for every region in this model.
  • The item is fully taxable. Zero rated groceries, prescription drugs, most medical devices and exempt supplies such as residential rent carry no tax.
  • Point of sale rebates that some provinces give on books, children's clothing and other specific goods are not applied.
  • Provincial rebates and the GST credit are separate from the rate charged at the till and are out of scope.
  • Taking tax out of a total assumes the whole total was taxed at the combined rate for that region.
  • Nova Scotia dropped its HST to 14 percent on April 1, 2025.

How this works

Three arrangements exist across the country. Some provinces harmonised their retail tax with the federal GST into one HST, so a single rate covers both and one return goes to the CRA. Others kept a separate provincial sales tax, which is charged alongside the 5 percent GST. Alberta and the three territories charge GST alone.

Quebec runs its own version, the QST, administered by Revenu Quebec. It has been charged on the price before GST since 2013, so the two rates apply to the same base and do not compound. That was not always true, which is why older references sometimes show a higher effective rate for Quebec than the rates alone suggest.

The rate is set by where the customer takes delivery, not by where the seller is. An online order shipped across the country carries the destination province's rate. For a business, that is the whole difficulty of selling nationally: registration, collection and remittance follow the buyer.

Plenty of goods are not taxed at the posted rate. Basic groceries are zero rated federally, prescription drugs and many medical devices are too, and several provinces remove their share from books or children's clothing at the till. None of those exceptions are applied here, so the figure is what a fully taxable item costs.
